About PSSS
![]() Penn South/Mutual Redevelopment Houses in the Chelsea area of New York City is a Naturally Occurring Retirement Community (NORC). When Penn South Social Services began in 1986, our major concern was Penn South’s older population (our largest and most vulnerable group). To help seniors to live independently in their homes, we developed comprehensive on-site social and health services never before available in housing cooperatives.
